that sir is called "EL Tape". i used the stuff to make a sw8 tron costume for halloween. chicks love the tron.
can be purchased on the bay or some specialty sites.

edit: yep, they're $20 for ~1.5ft on ebay...sew/glue it up to whatever bag you want and you're good to go.

I like the colors but I've read that alcoholics are attracted to glowing neon things and bright colors. So it's benefits might be contradicting. It is pretty though.
