My first thought was a more aero position, almost like a modified pursuit bullhorn. Not sure how accurate that is, but that is the first thing that came to my mind when I saw them.

Those "hooks" remind me of riding on the brake hoods but the handlebars have been tilted down. Back in the old days of downtube shifters, the brake levers were positioned further down the bars.

I hated it. The idea was to set up the brake levers so you could get a decent grip on them when in the drops and this is where they wound up.
