Are fork offset and rake the same thing?
 
The specs for my bike list fork offset at 45. A pair of forks I'm looking at list rake at 45mm. Do these two things mean the same thing?

Yes, rake and offset are the same thing. The more important variable is trail, which is a product of rake, fork length and head tube angle.
