BB drop confusion

So i'm having a custom track frame built based on an older bikes geo, and before I submit the specs to the builder I wanted to clear this up. The chart lists that it has a bb drop of 294mm or 29.4 cm comparing this to my current bikes 5 cm bb drop the results don't really make sense. Can someone clarify this for me?

Wouldn't that 29.4 cm be BB height?

Drop is an absolute measure, where as height is a relitive measure. Drop is based on only the frame, where as height is altered by your choice of tire. So most builders, fitters, etc. talk in terms of drop.
