Upgrade to a new frame
 
I have been using a fuji sport 10 speed frame for a year or so now and been looking for a new fixed bike frame to upgrade to. Has anyone heard of a frame that is steel, double butted, has eyelets for a rear rack, All-City style chain tensioner, a groove for the wheel like in a leader 722 heritage, and dropout plates?

All of those things combined? No.

I feel like I don't typically see rear racks on bikes with seat tube cutouts, but I'm sure they're around. Why not a 722? They're cheap right now.

Steel bikes are almost always round tubes, so no need for the cut out. Any of the few steel bikes that are more "aero" tube in design will not be double butted. Chain tensioners are pretty much useless on any modern bike. And aluminum frames have steel plates on their dropouts, because Al gets chewed up by track nuts. No need if your dropouts are steel.

Dropout inserts are made of steel, and they're used on frames that are not made of steel. If you're looking at steel frames, you're probably not going to find dropout inserts because they're pointless. I'm also not sure why chain tensioners are such a necessity, but maybe that's because I've never owned a bike that has them and I think they're also pointless. And not to keep hammering on the pointless nail, but those seat tube cutouts like the 722 has are rare on steel frames for a reason. Steel bikes have skinnier tubes, and they're not built for aerodynamics, so the cutout doesn't serve any actual purpose.

Basically what you're looking for is something that doesn't exist because it doesn't make sense. You'll have to be able to compromise on some of these things, so think about what you really need/want and go from there.

Some steel frames have stainless faceplates on the dropouts.

Get a Yamaguchi
