those bolts make tensioning the chain, positioning the wheel easier
If I heard a noise like that and could not see anything obvious I would guess a bearing problem.

Depends what the sound is like and how often you're hearing it, but I don't think it's uncommon for spokes on newly tensioned/trued wheels to ting a little bit when you ride.
If it sounds like you're playing an old pinball machine though...

Most likely your wheels were not stress relieved after assembly. That sound is a most likely combination of the spokes releasing windup, nipples seating themselves in the rim, heads seating themselves in the hub and spokes settling in where they cross each other.
Your bike is probably too small as well.

If the wheels were freshly built, and you're hearing "pinging" noises, that's likely because the spokes weren't properly stress-relieved while the wheel was being built. What this means is that as the spokes seat against the hub shell and against each other, the wheel will start going out of true, and continue to do it until everything finally settles.

No necessarily. If the wheel is relieved during each stage of increasing tension it's possible to neglect the last stress relieving and just ride the bike to accomplish the same thing.
If tension is high enough and even the wheels will be true and everything will be fine.
Also, with certain rim and spoke combinations it's impossible to relieve the wheels manually and the wheel must be ridden to complete the stress relieving. Rims that are like this will ping for the first few dozen miles but stop after that and remain true with proper tension for the next several thousand miles.

Well, I've been riding my fixie hard for 6 months so far. I've had similar problems and came to two solutions.
First thing I would check the seat post. Sometimes if it is dirty you will hear clinging and tanging noises. Then regrease it, wipe it off and give it a test drive. That would usually work if I start to hear the occasional ting
Second is most likely the hub, as mentioned before. You'll probably need to get new bearings and cones and clean and regrease the entire hub. That should get it back to rolling like new!

I suppose it's all relative. That handlebar/stem combo didn't come with the bike. The bike came with a pair of drop bars and this stem with a crazy down angle. Why would anyone want their bars 6 inches lower than their saddle? That hurts my neck just thinking about it. I call *that* awkward.
You most likely purchased a bike several sizes too small, not a big deal, just be aware of it should you have any problems in the future.

Riding like its 1990
I'll give you $100 for the SE frame, then strip it and throw some parts on it. that stem is a bit tall. I think the more you ride the more you'll realize saddle to bar drop is ok. Its not a mountain bike or BMX so its not meant to be set up that way. Try a regular stem but throw some FGFS riser bars on it and it'll look a little better?
