The bottom bracket on that frame looks high enough to me. The only other concern is whether it's the OP's size.

i think it is fine, it is a 60cm frame and I am about 6' 3" (192 cm) so it is about right. Think I am just going to pick it up and ride it as is even if I don't convert it to a fixed gear. Just looking for a round town ride and it's a bonus if I can make it a fixie. It has been great to hear everyones thoughts on the bike though, good learning experience for a total noob. Thanks.

I dont think one can really tell from one photo. However, if its an old Euro-style cx frame then it very well could have high bb.

Of course, without measurements all we can go from is that pic. The chainstays look very close to level, so it doesn't seem like there is very much BB drop.

In any case, it's not too hard to learn how to bank the bicycle in turns to avoid pedal strike.
