New rider, thinking of upgrading - could use help or advice

I would love a newer modern style, like a Fuji or something with better preformance. But also I might be willing to settle for a good cheap wheelset. I hate my back tire due to it's tread.

Any other feedback you can give me would be great! :)

So, you need a wheelset because your tire is ****ty?

You should probably get new handlebars, your tape looks dirty.

You hate the back tire so start with that. What else don't YOU like about it?

Well, I'd like a Fuji. I love their classic track, but $500 is a bit steep. Or really anything similar, a more new age one, with deep v rims. But really that's the only thing I don't like. Drivetrain's a bit squeaky.
