Valve stem's not bent, tube just isn't situated so that valve stem is anywhere near colinear to a radius.
Seriously though, that doesn't seem good for the tube at all. I have threaded and smooth and never had an issue with either. Whatever tubes are cheapest at the time when I need a new one. The $2 4 pack at competitive cyclist came smooth, so now I have 8 of those. |

The cap serves no purpose on a presta valve once you take the tube out of the packaging. It is just there so the tube isn't punctured in the box.
