Extremely overpriced. Those used to sell for about $500 in stores.

Why would you want to negotiate with someone who is off his rocker on the price? I'd move on to another bike.

Problem is 61cm bikes are hard to find in my area. There aren't a lot of other bikes to move on to.

My guess is that this person isn't budging on his price plus I'm skeptical of the seller after reading the ad and the price. For less than $450 (which appears to be your budget), you have a slew of single speeds to choose from via BikesDirect, https://www.bikesdirect.com/. For $1100, you could get a surly steamroller or a surly cross check single speed. I'd move on.

Yeah, what happened with that bike is why I went with a Vilano for $ 250 back in 2010. Only I ride mine still. Gotta rank as one of the best purchases I've ever made for a bike. LOL, nobody will steal it and like I predicted, I'll have the bike longer than I'll ever want it. I can't kill it, original parts haven't worn out.

Eww. Overpriced. A few weeks ago, I saw a GTB with phils, some NJS cranks (forgot exactly which one), and only rode on the track for the same price. The CL pista guy probably stole it because he has no idea what his piece of metal is worth.

I'm try to find some links to similarly sold bikes to show this guy his is priced way too high. Anyone have any examples of a similar bike selling for quite a bit less that I can share?

This is a basic frame strait chrome recent Bianchi $300 fair value used in great condition. These where selling for $400 new at Velo in Denver less than a year ago.
