They should fit on your rim.

However, they may rub your forks and brake bridge.

The only way to tell is try some 28's on your wheels.

Not all 28's are actually 28's. They measure out to a different size when on a rim.

Well, actually I used to have 25C tire on my rim. But it has broken. And I can't find anything but 23C and 28C to replace it.
Can you gimme the best choice?

Different brand tyres can be a different size and shape for the same 'size'. It's a try it and see situation I'm afraid. You've been using 25s so have a look at the clearance you have now and make a guess - 28mm isn't all that much bigger provided you buy the same brand and model of tyre. It takes a bit more guess work if you're changing brands or models.
