Straggler or Kaffenback as a singlespeed

Straggler or Kaffenback as a singlespeed
Im looking to buy a bike that I can use mainly in town to commute and ride every day now since my fixed gear got stolen and I've sold my two Touring bikes. So now im bikeless and looking to buy either a Kaffenback 2 or Surly Straggler as a singlespeed. It will be fitted with gears later in july to be used as my main Touring bike.
I want a bike I easily can convert from singlespeed/fixed to gears.
This is because I don't have money right now to buy Shiamano drivetrain right now. And I don't really need gears when commuting since it's flat.
I rather want to put my money on a good steel frame, I prefer if it has mounting holes for lowrider. Horizontal or semi horizontal dropouts. I want to run 32-35mm tires mostly, I want it to be able to carry my 90 kg plus 10-15kg of load.
It has to be sturdy and I prefer disc brake since I live in Sweden with a lot of rain and long winters (I hate to change pads)
I want it to be fitted with robust touring wheels with 36 spokes.
My limit right now for the bike in singlespeed mode is around 650euro. About 600 pounds.
I have found the Straggler frameset for 390 euro. I love the Pink color.
Wheels: Mavic A319/317 with Shimano deore LX hub in front and Deore back. Sapim strong and race spokes.
Avid BB7 brakes + EBC gold pads.
Salsa Cowbell 42 cm handlebar.
Schwable Marathon tires.
Bottom bracket a Surly enduro.
I have not looked in to crank, headset, stem and brake levers.
Do you guys think this bike would be better then a Kaffenback, the only thing I have against the Kaffenback is tire-clearance and no front holes for a rack.
Kaffenback is also 150 pounds less.
Any suggestions to get this build within reasonable price range and what frameset would be best for my purpose!?
