"Bianchi" inscription on seatstays where it meets the seat tube = piaggio bianchi eco pista.

Early model; late late 70's to early early 80's. Right before they started putting a circled "B" where it says "Bianchi" on the seatstay extremity starting perhaps in '83. 1981 would be a good guess.

The value of them takes quite a hit out of their original celeste color.... my/ a lot of other people's only reason of lusting after one.
They're made out of columbus tubing (I believe cromor) but it was lower mid-grade compared to columbus' offerings at the time; decent nonetheless.

thanks leukybear, thats great info. people have the bad tendency of painting bikes down here like a coloring book. this frame has no serial number, is that normal? and how much could this go for in its current state?

There should be a serial number. You're looking in the wrong place if you're looking at the bottom bracket shell; it only says "bianchi" there.
It's actually located on the NDS seattube collar lug. Unless the paint is super thick/ there's many layers, it should still be visible.

Here's an example:

As for the price, I wouldn't pay a penny over $300 for it complete; and that's a reasonable offer on both sides. You probably should offer less and work from there with the seller.
Pistas aren't really rare not to mention that one is butt ugly in black compared to what it was originally.
