help identify a frame

been seeing this one parked in mid-town nyc and wondering who made it.
looks a decent one, guessing from its finish work.
fillet brazed w some snazzy seatstay cluster const. and rear DO. no brake holes.
just no way to detect w stickers and worn-outs all over the frame.
does it ring anyone's bell?

I don't know. I'd leave a note asking if they could Tweet (or what have you) information about the frame to you. Might be weird... but you might also make a new friend. lol
