Need help with Kilo tt Frame build-up

Hey guys, i just found this kilo tt frame on CL for $50 and would like to know what would be the bare essentials for making it fixed gear ready?

53cm Mercier Kilo TT Frame

Im looking to spend about $250 in parts if thats possible? Again, sorta new here, so forgive any of my stupidness.

Thats an excellent price if you get it and its not damaged. Assuming the bike is the right size for you and the stem is good length for you it shouldn't be too expensive depending on how you want your build to be or look. But I would say it will be about $400-500 in parts give or take. Buying complete bikes is always cheaper but if you get the frame w/ fork, headset, stem & seat post I think you'll be ahead of the game.
You can get a lot of "budget" parts from nashbar.
You'll need to find out what diameter the handlebar would need to be. $30.00

And this is with not the highest quality parts so you can see it gets expensive quick.

Thank you! This seems do-able, although i also just came across a built Kilo TT for just $100! Now how does that deal sound?
