what makes a good quality component good quality?

frame: if the geometry is right for fit and handling, it boils down to stiffness and weight

wheels: weight, hub quality, and aerodynamics if it matters

everything else: fit, weight and reliability (basically if the cranks don't break and the BB continues to run smooth, no problem)

what am I missing?

Choice of materials, build tolerance, good engineering practices, probability of defects.

In a word, no. There are as many variations of steel as there are stars in the sky. A descriptor like "High-Ten" or some variation thereof tells us little. Like saying "aircraft aluminum"; there are hundreds of different aluminum alloys used in aircraft. And we're not only talking about frames, are we? Every component is made of a material, and each choice we make in design has consequences. To my list above I would also add quality control, though I did allude to it with "probability of defects".

well I got this $240 fixie, which people on here have told me to return. but the frame seems pretty good, just a little heavy (everything - wheels = 16-17 lbs). I'm going to change out the wheels for a pair of aeromax wheels or sun M13, which are still 2100-2200 g, but they're cheap, and I'm not going to deal with a pair of 5 pound wheels.

it's not the best setup, but I'm really going for a beater

Rebuild-ability. I should be able to order parts and repair a quality part if i have to. Instead of throwing it out and buying a new one like is often done with cheap junk.
