So I am looking at attempting a wheelbuild for the first time. Saw these rims and was wondering if anyone has used them. Pretty darn cheap, too good to be true?

You will have a much easier time learning how to build a wheel it if you acquire a quality rim, one that is round and true requiring minimal adjustment as your progress though the process.

That said, I have no idea what that rim is. It probably won't be very good for a beginner to work with.
