Bike builders similar to Blue Lug (japan) ?

I'm trying to get better at color coordination and making fun looking bikes.

Anybody know a shop doing work similar to Blue Lug?

Since I don't read Japanese, I'm having a hard time figuring out what you are getting at. Are you looking for a bike shop that builds surleys and affinities and will build it with your selected parts? That doesn't seem that unusual.
