Entry Fee for Newport Upper Back Bay?
Fee will be required to visit Upper Newport Bay Ecological Reserve - Daily Pilot
Individuals who for years have visited the Upper Newport Bay Ecological Reserve will soon be required to pay for the experience.
The California Fish and Game Commission voted in August requiring visitors to obtain a Lands Pass — at a cost of $4.32 per day or $24.33 per year — before entering the state-owned, 752-acre reserve, of which about 50 acres are accessible to the public via a trail system.

bummer. enjoy the low auto traffic and the scenery through there. hopefully if they do institute a fee, it's seasonal or on weekends or some such.

I can't see how this is going to work. The northern part of Newport Bay (below Santa Ana Heights, where jets come over on final approach to SNA) has been an 'off-limits' area for a few decades now, but the area on the south (or east?) below Eastbluff has always been open; it has quite a few spur trails leading up the bluffs from the MUP to the Eastbluff community. How is the state going to enforce this, put a DFG officer at the start/finish of all these short trails?
And what about all the kayakers using the upper bay? I wonder how the DFG is going to enforce against them?

Ya, charge people access to their own property.
I guess Fish and Wildlife (Fish and Game's new name) can't make any money selling licenses ....
because there isn't any fish or game around.
About the same thing as charging people $5 to park their car on a public road in a National Forest.
I don't really have ever ridden through there.. as it kind of smell being downstream from a sewage treatment plant.
I would just take Jamboree, MacArther or Redhill all the way out.

Sounds like the residences around the entire Back Bay will like this. You would think even the swanky hotel, Montage has public access to their beach front resort.

It is confusing @bikeme. I like biking through there but there's no way I'd pay $4+ for a 2 mile stretch.
A nice write-up by a local biker/blogger outlining how much it'd cost to enforce this silly idea. I keep saying the idiots in charge can't get any dumber, but they continue down the abyss. The joys of living in a one-party-ruled-bankrupt state!

I ride through there often and did last night. Looks like once it's implemented I'll have to start taking my fishing license with me in case I get stopped.
Children younger than 16 and those with a hunting, fishing or trapping license are not required to purchase a pass to enter the reserve. School and organized youth groups also are exempt from the fee, according to the California Department of Fish and Wildlife website.
