2001 Pinarello Prince - Best way to paint frame?

I just came into a 2001 Pinarello Prince. Its all aluminum with bonded seat stays. The paint job has gone by the way side and I'd like to get it repainted. Who repaints frames? If I repaint the frame myself, will paint strippers be okay or should I bead blast it or just sand it down with sand paper?

Please help
