I've ridden the LA River to 110 stretch a dozen times, commuting to Harbor-UCLA hospital. I felt 223 / Wardlow was a better route, compared to Sepulveda / Willow, in this area. PCH looked terrible; I have not tried Anaheim. 223 had more space on the side thru most of the route, except for 2 places. After crossing 110, you could eventually continue west on Sepulveda or go north to Torrance Blvd (223 eventually ends); can't help you there. Check out the other post for advice on that section.
The best route would be along Ocean to San Pedro, but it's not possible. We need to advocate for a bike path over the bridges thru the port; it would be a direct, fast, and scenic route (if you like the harbor).
