Here locally, I only know of one bike-clothing store in the entire metroplex, and it's actually part of a bike store. And for reasons beyond comprehension, while 3/4 of the cyclists I see are male, 3/4 of the store is women's clothing, without much choice in men's jerseys, period. Maybe things are better in California, but if not, the internet is your friend.

And here locally, I can find $80 or up jersesys all day long, it's the $25 bike jersey that is elusive. Walmart needs a cycle-clothing section.

For those brands you mention (Castelli, Assos, Capo, etc) I usually search/purchase them online. But if you are content with Pearl Izumi, etc. you might want to check out REI, Sports Chalet, Performance, etc that have stores all over CA.

If you can bump your budget a little bit, say $15-$20 more; REI of Dallas:
https://www.rei.com/stores/45

has some jerseys you can take a look at:

A Road Bike 4 U in Irvine carries Nalini and Capo, two pretty damn good brands. But you will pay for the premium brands.
