Rear pannier hook

Would anyone have this hook for a Cannondale rear pannier? Only one was installed on the tandem given me but I have 2 panniers. See photo below for hook. I will gladly send you the cost of postage. Thanks

The hook doesn't look as if it would be a standard part sold by Cannondale. It seems to be either homemade or converted for this purpose. The slotted screw isn't looking "originally" either...
I would either make two new hooks (in black color ) or try to find something suitable elsewhere...

The other side of the rack ( a Blackburn) had the same screw and a nut on the back. Not sure why the original owner didn’t install the hook while he put the bolt and nut in place. Perhaps lost the hook. A gentleman in this forum has one and is sending it to me. Thank you

That hook came with Cannondale Panniers way back when.
