Always a timesaver posting here. Can anyone direct me to a vendor that sells carbon fiber riser bars (2"-4") and carbon "beach cruiser" type bars (stoker) so I can cut some weight off of a back-breaking chrome-moly tandem I recently acquired...

Just guessing, but I'll bet that swapping in carbon fiber bars would not be cost effective, and I seriously doubt you could find cf beach cruiser bars. Carbon fiber is e.x.p;e.n.s.i.v.e, and for the money you would save, at most, maybe a pound or so?
How much does your existing CroMo tandem weigh? What make is it?
Just for reference, we recently upgraded to a carbon fiber tandem (cf frame, forks, captains handlebars, stems, seatposts...the whole nine yards) and saved maybe 10 lbs compared to the (very nice) steel bike it replaced. Yes, 10lbs is a lot, but at a pretty fancy cost.
