Not Tandem bike but I had a friend that wanted a Mountain bike and he had little money. He put an ad in the local paper saying "Wanted -Cheap mountain bike for Poor Student- Must be cheap" he was offered all sorts of bikes and he was given 3 mountain bikes- just to get them out of the garage. Two were wallmart specials but the 3rd was a Fisher Mountain bike- about 5 years old and in good condition. He still rides it offroad 3 years later but now with decent wheels and a good suspension fork.

He was also offered some top rate bikes- a few years old admittedly- but at an affordable price. Wonder if I can get a 2 year old Mt800 for about $500.
