Brake pushing tire against frame

Hi, can anyone help me with this problem. When I'm riding my tandam up hills the brakes seem to shift pushing on the wheel against the frame making it hard to ride. This happend twice was weekend. I just had the rear wheel replaced with new brakes pads.

If 'wheel' is being pushed against the frame, try tightening up the rear QR.
