Semi-Recumbent
Any tips on finding one that doesn't break the bank? I really like the Hase Pino, but I just don't have $5k to drop on it. The design is perfect for my issue -- I'm a lot more experienced a rider than my stoker, but I want to tour with her and not have either of us getting frustrated with the pace.

Their are cheaper semi-recumbents. With a Google image search of semi-recumbent, I just clicked on photos that were not Hase-Pinos, and came up with the Ultimate Tandem!
...which is advertised as if it is As Seen on TV. There are East Asian suppliers of semi-recumbent tandems, and it shouldn't be so hard to find a cheaper knock-off.

Keep an eye out for or post a "wanted to buy" ad for a previously owned Opus Counterpoint / Harmony / Bilenkly ViewPoint.... which can be rigged with independent gearing if one is so inclined.
However, if you're after performance the Hase Pino is pretty hard to beat. Again, you might keep an eye out / post a wanted to buy advert for a second hand model.
There are also some Taiwan knock-offs of the Hase Pino floating around sold by a company called "Performer". From all accounts, not exactly a rigid racer... but you get what you pay for and for some folks these work just fine.
Semi-recumbents are like most tandems in that there's a fairly large number bought that see very little use and then end up collecting dust.

We have good friends that have one of these. We did the Seatle to Vancouver, BC ride last year and they didn't hold anybody up!

In addition to looking at used bikes, consider full recumbent bikes. Broadening your search may very well mean more likely finding what could work for you at a better price.
And there are plenty of people who have gone to the dark side who still ride DF bikes
