Disc mounting bracket help 4 a newb

My TRP Spyre arrived today (I'm aware of the recall too).
I'm trying understand the brackets.
Here's what I got:



The TRP Spyre box is marked as "160mm ROTOR Includes L3 & L6 adaptors".
From my limited knowledge on disc brakes in general, I'm assuming the top bracket in the photo is the one I need for mounting this thing on the rear of my 2008 Trek T2000 (which has 2 holes 51 mm apart in the rear dropout). So the bottom bracket in the photo would be for a front mount? I'm assuming the positioning of the 2 holes (51 mm apart on either fork on rear dropout) is different for front and rear? Am I correct on that? I'm kind of wondering why the designers didn't spec the holes in relation to the axle such that the same bracket could be used front and rear.

So now my question is, if I order a Hope V2 Floating Rotor, 200 (or 203?) mm, what kind of bracket do I need? Do I need to find one specifically made by TRP, or would a bracket from a different maker work just as well?

The top can mount a 180mm rotor in the front, or 160mm in the rear. The bottom bracket can mount a 160mm up front or 140mm in the rear. A 200mm up front takes a 40mm IS bracket, a 203mm up front takes a 203mm bracket. A 200mm in the rear requires a 60mm IS. BTW, the TRP mounting instruction for how to fasten those brackets is backwards.

That would work with a Hope rotor and Spyre caliper on the rear of my tandem?
Is there a different bracket for 200 mm disc and 203 mm disc or is it so close that it's the same?

Do you know what the "60 mm" measures?
