Can you help ID this drum brake hub?

Hi there, wondering if you might all be of assistance in ID'ing this hub. I was thinking it was an Atom, because that's what most seem to be, but there are a couple interesting parts that seem a little different than the ones I'm able to find- namely the machined aluminum arm and that it appears on (somewhat casual) inspection that it may be equipped with cartridge bearings. I have yet to remove the freewheel to see what might lie behind it. Thanks for the help!
