Innovations threaded CO2 cartridges

I asked this question in the road bike forum, but didn't get any real responses. I thought maybe the touring group here may have a little more insight onto the subject.

Does anybody know the availability of Innovations threaded CO2 cartridges overseas, in particular Germany? I will be spending the summer there and the CO2 inflation system that I am wanting to purchase requires these threaded cartridges. I don't even know if it is legal or not to bring CO2 cartridges on the plane even in your checked luggage, and beyond that I wouldn't want to have to anticipate my CO2 usage for an entire 3 month trip and pack accordingly. If anybody knows please help me out here. Thanks.

I don't think it is legal to take any high pressure gas on a commercial aircraft (either carry on or checked luggage).
