I suspect you will not find anything like that for $200 to $300.

Earlier today, I saw this list. This might give you a good start.

Lots of pictures of lots of good touring bikes here.

Some communities have a charity bike shop where people donate old bikes, the charity fixes them up and sells them. If you are firm on that price, see if there is such a charity in your community.

misunderstood your post title....you just wanna do some
riding in other places....NOT ride completely around the
globe.

check out what the tourists are riding hanoi to ho chi minh.
most seem to get by with a merida/giant mtb with rear bags.
you should be able to find a decent mtb in that price
range locally.

you could also check out what's available in china that
you don't have in your local shops.

take a look on taobao.com

here's a complete "windspeed" touring bike, steel frame
made in taiwan, for 2800 rmb....under $500.
comes in 17" and 18", which should fit you.
???????-????????????WINDSPEED LONG RIDERS-??????

if you can source parts cheaper, and do the work, you
can get just the frame and fork for 780 rmb....about $125.
????Windspeed LongRiders II????????? ?????-??????

why not contact some bike shops in NANNING, guangxi province.
save the shipping and customs duties.......take the night train
from hanoi to nanning, ride back to vietnam. it's only a
couple days to the border at dongxing. and no hills unless
you head inland towards pingxiang.

train will cost you $40. or you can take bus for $25
i believe vietnamese don't need visas for china.

as alternative, you can take the NEW train line
from hekou to kunming. huge city with more
bike shop options, but farther to get to, and some
really awesome mountains to cross going back!
