I always had just two bottles and supplemented them as needed in very dry areas. When I was in the Atacama, I had my two water bottles and 3 liters extra: one on the front rack (I don't use low riders....space on top is far too valuable); and one each in my rear panniers.

As it turns out I didn't really need all that. The atacama is a cool desert, not a hot one. (In fact most deserts are). Also, what many cyclists confuse as thirst is actually your body telling you you need some vitamins and minerals, so I carried a couple of oranges as well (in my Jersey pockets) and that slammed the "thirst" door shut.

Believe it or not, as I left Arica, a 18 wheeler truck went by and the passenger dangled a frozen JIFFY pop out the window!

Also: when you are approaching a dry stretch, make sure you drink as much water as possible n the day or two before, to liquid yourself up. This flushes out a lot of waste in advance, and gets lots of water in your system. It is water in your system which helps: not water in your water bottles.

5 liters in the frame bag, I cut it to hold 2, 2.5 liter bottles.

Take a better look at the fork, 4 bottles, 2 on each side.

use hose clamps to attach to a lot of places

Among others, the new model Fargo and Troll have mounts for 4 cages on the fork legs.

I carry extra water in bladders, within my Extra-wheel trailer, in areas where water is an issue.

I've seen Bob trailers with bottle cage mounts on the rear frame-work.

What may be helpful knowing is 2 of my bottle cages are BBB XL Fueltanks which happily house my Nalgene Titan Wide Mouth 48oz/1.5litre bottles.
The third mount holds a standard cage with a Trangia 1 litre fuel bottle.

The Nalgenes supposedly double as hot water bottles should the weather turn nasty.
