Most racks are attached with M5 bolts. Usually the upper limit for those bolts on a rear rack is 40 kg. My heavy touring bike (Thorn Nomad Mk II) uses M6 bolts for all racks.

Thorn rates their heavy duty expedition rear rack at 40kg if using M5 bolts, but 60kg if using M6 bolts. I pasted this from their website for that rack:
.
Max load when used on surfaced roads:- When fitted with 6mm screws = 60Kg…when fitted with 5mm screws = 40kg. These figures should be halved when being used on South American Ripio.
.
Some of the European rack companies have recently downgraded their weight ratings due to rules pertaining to child seats, the racks are now rated for a lower weight than the weight rating necessary to use a child seat. My Tubus Logo was rated at 40kg, my Racktime Addit rack on a different bike was rated at 30kg, but both of these racks are now sold with lower weight ratings for that reason.
