Comments:diamond backtouring bike?

It's funny how quickly one becomes the bike expert in the family..

My older brother, who lives in st. Louis (I live in Madison,Wi) is picking my brain about a new bike. Im encouraging him to go the steel frame route (easier on his mid-aged body). He wants to do riding for fitness, but wants a bike that can be fitted w/Fenders-rack. Sounds like a steel touring/commute bike to me.

This came up on the local Craigslist:

Can anyone comment about Diamondback as far as building touring bikes (as per description)?
I have contacted seller am awaiting a reply. If it seems good, I am considering getting it for my a starting point.
