Giant OCR2 for touring

I have a Giant OCR2 right now and I am planning a 1500km trip next summer. I don't have the money to purchase a touring bike. I want to add these panniers on the bike as well as this handlebar bag.

I am planning to add fenders too and change 25 tires for 28.

Your opinion on this ?

Are my plans realistic ?

Do you have clearance for the 28s and fenders? The newer ones look like they may, but my 2002 model did not. Otherwise, you should be fine, as the OCR is a good, versatile bike. You could always do what I did, and go without a rear fender, since the rack will catch most of the road spray, and cut the front fender so it zipties on, but doesn't go between the fork and tire. Better than nothing.
