Leader bikes?

I've been looking at frames for a touring build-up, and I have some parts laying around, one of which is a set of Hayes Mech Disc brakes... so I'm leaning towards a frame that's disc compatable. I think that the stopping power with a heavy load and in possibly wet conditions outweighs the added weight of the brakes. Anyways, to get to the point, I've been looking at frames by "Leader", and I know they aren't top notch, but I'm also pretty sure I don't need anything too nuts to tour with... as long as I can strap a few racks to it. How do you guys feel about "leader" bikes?
