I made some panniers over the winter from German Alpine military rucksacks. They are light, cheap and strong. They also are really easy to make if you are halfway handy with your hands. It took me only four hours to make my last set, after I had gathered all the materials. Cheap, about $55.00 to $70.00.. Light. (I need to weigh them still, but they are very light for their strength and capacity) Strong. I stood in them and rode down an outdoor concrete staircase. I made several versions, until I paired down the complexity and the weight. I would love to share the half written, and confusing set of instructions with you all, and see if their is some flaw to my logic. I also have a full set of photos on the Kodak website. I also made some panniers out of some military bags this winter to go on tour of the Oregon coast. Check these pics out. Total cost $25! Strong and waterproof. They have a rubberized coating over canvas.

I used three gas mask bags to make panniers. I just sewed on two straps and buckle each to hang on front, rear, or handlebar. I have $3 invested in each. I also fabricated a frame to hold a standard backpack to my rear rack. I paid $1 for the backpack at a yard sale, PVC pipe and fittings cost $5, and Velcro straps for attaching the backpack to frame and rack cost $3.95.
