1978 Trek TX700 HELP?

Here's some pictures of the great free Trek I picked up from a friend a couple of weeks ago. From the serial number, vintage trek tells me it's a 1978 TX700, 24" frame with 27" tires. I'm pretty new to this, but I want to use it as a commuter/ short touring bike to start if possible. I'd like to start by adding racks and fenders and then go from there.

I've gotten some good pointers from a couple of people, but any recommendations or ideas from here would be greatly appreciated.
