Another wheel thread
I would like to spend $350 on a wheelset. Is it better to have great rims and decent hubs or great hubs and decent rims. The top touring rims seem to be Mavic a719s and Velocity dyads. I am also considering Sun cr-18s. I haven't read much about hubs yet, Phil's would be nice but I dont think I can pay that much. I am not worried about spokes at this point.

A Phil rear will set you back nearly $350 for just the hub. Nice but pricey.

First, what width rear hub do you need? road hubs measure 130mm and MTB hubs are 135mm. In real life, I don't think there's any real differance in how strong the wheel is using either width hub, so it all depends on what fits your frame.
Having cracked open and rebuilt a lot of Shimano hubs, I'd stick with LX (MTB) or 105 (road). Going up the product line doesn't make the wheel stronger. I also like the '08 Tiagra hubs, (all of the '08 Tiagra parts are good)
Good spokes are a must, use and either Velocity or Mavic rims and you'll have a strong set of wheels.
Honestly, I'd check EBAY for a new set of wheels first.

I agree with Tacomee here. You can get a new set of strong wheels for well under $250. For example, I just priced this set of 26" at https://www.universalcycles.com/wheelkit.php (700c should be similar in price):
1. Salsa Gordo rims
2. Shimano Deore front and rear hubs 36 holes (if you need 135mm spacing in rear, Tiagra if 130mm)
3. DT Swiss Competition Butted Spokes (2.0 - 1.8)
4. Brass nipples
Built for $214.17.
The Deore hubs are probably as strong and durable as the LX, and the Salsa Gordo rims are very strong (I plan to use these rims with my next wheel build).
For the money that remains from the original $350, I recommend you buy an inexpensive wheel truing stand and learn to work on your own wheels (because if you buy a set of wheels, in many cases you will need to tighten the spokes to make for a stronger wheel).
