I don't think it's fluffy so much as potentially misleading. The article mixes marked bike routes on roads with rail-trails.

+1 there are a real mix of bike routes mentioned. The fluff piece about riding in VT makes it sound so lovely and inviting with "cozy inns". VT is a really nice place to ride, but it definitely requires a respectable level of fitness and cycling experience as there are those mountains to consider.
