a birth certificate is supposed to cover it for her. Does that mean it's supposed to be notarized, or a certified copy?

Beginning June 1, 2009, U.S. and Canadian citizens under the age of 16, or under the age of 19 traveling with a school, religious or other youth group, may present a birth
certificate, consular report of birth abroad, naturalization certificate or Certificate of Canadian Citizenship. Birth certificate can be an original, photocopy or certified copy.

One other thing to be aware of,if the minor is not travelling with both parents then you should have a letter from the other parent giving you premission to cross the border with the child.There have been instances were one parent was running away with the child for whatever reason and the authorities have been burnt.
