Carbon fork non-disc/canti up to 34 or 38mm clearance?

Carbon fork non-disc/canti up to 34 or 38mm clearance?
Is there such a fork? would regular road brakes work?

Nope, carbon forks have to have a very slight bend in them which brings the fork blades close to the tire, meaning not much clearance. Carbon forks can't be made with straight edges like a steel fork and have a ton of cleance. Also the hole for the bolt has to be high enough so it won't break which also reduces clearance.

Last years Jamis Aurora Elite had carbon forks for canti and mounts for lowrider rack.

Carbon forks can be made to any configuration. The fact is they are made with bends and little wheel clearence to lessen the frontal plane of the bike therefore adding to the aero factor. Now this isn't to say that a carbon fork with canti brakes is the strongest fork made but it can be done.

The Fuji Cross Pro I just bought runs Carbon with Canti's and seems solid as a rock. Also drilled for regular road brakes as it's also used on the Roubaix Pro I believe. Would easily run 38's, came with 32's. I agree with a previous poster, look at Cross forks, there are numerous out there.

I *think* the one I have could fit a 38 maybe maybe, not with fenders and no mud clearance. Google for Enigma Etape Audax fork.
Had to go snap a couple of pics, SKS P35 fenders, 25C tires:
