Giant Rock 4000 suitable for touring?

Hi there, I'm currently looking for a new frame to build a touring bike over the winter. I just found a Giant Rock 4000 frame being sold locally and was wondering if anyone knows anything about these bikes, and/or whether or not this would be a suitable candidate for a conversion. I've posted a picture below.
