It's a quick release bar to attach a saddlebag to. (like a carradice). It's pricey, but could be very useful.

really nice, but really pricey. For that price, id rather make my own thing. but of all the ones ive seen that look like the best design...

If you like big sadlebags I'm sure you'll like it. If you've not used a large saddlebag hanging off your seat . . .you may not find it useful.

I have one and it works as advertised. If the QR thing isn't critical, Velo Orange sells some bag loops that can be attached to your saddle rails.

The quick release is critical, as I would probably be using it for commuting too. Good to know that it works well. Any idea how much it weighs?

Take a look at these hacks if you haven't seen them yet. I've used something like the first one with the double snap hook except I zip tied it to my bag loops instead of using hose clamps. I was using my Pendle for commuting, this saved some time and hassle. Didn't look great but it worked and didn't cost much.
