Tire Clearance

I've currently got 25mm Marathons on my Specialized Sequoia Elite. There is plenty of clearance in the front carbon fork for a larger tire. The rear seat stay is carbon. There is 5mm clearance around the 25mm tire. I measured it with a 5mm allen wrench. It looks tight enough that a 28 mm might cause trouble in the future. Is 3.5mm enough clearance for a semi-treaded touring tire?
