Here are a some shots of my Bob Jackson World Tour loaded for my week-long trip on the GAP-C&O Canal trails from Pittsburgh to Washington DC last summer. We stayed in hotels/inns along the way so had no need for front panniers.
Bonus shot of my new Soma Saga, "loaded" for commuting. This will be my go-to bike for loaded tours now as I found that the BJ was a little wobbly when fully loaded, although it's fine for light to moderate loads.

I found my touring-specific Raleigh Port Townsend to be wobbly with the exact two-pannier weight you have on my back rack. When I moved those panniers to the front rack, the wobbling vanished.

This is the setup I used to ride from South Carolina to Ohio. Trek 4300 MTB with a 30$ walmart hiking pack. Think I might get a rack for my next long trip.

Bought it february 2014, and took it to a test drive in April from Chisinau, Moldova to Istanbul, Turkey! 1100 kilometers of pure enjoyment.

Just just goes to show you don't need expensive kit to get on a tour! My only short tour was done hauling a kiddie trailer down the C&O canal....my buddy was on a VERY entry level trek mtb. Awesome tour and keep up the adventure.
