Tight geometry panniers??
 

Can someone recommend a decent set of panniers (small), that will fit on my road bike and not interfere with my size 14 feet.

Not familiar with those panniers, but I hate the hook and bungee attachment.

Have you looked into ortlieb front rollers? They would ride higher and be narrower than regular panniers. Too bad you missed the best buy sale!

Just a thought, instead of new panniers, might consider a new rack that allows you get your present panniers farther back

Track style dropouts don't work well with racks that mount that way. I'd need to dismount the rack to pull the wheel if I had a flat.

What bike are you trying to fit this rack/pannier to? I think I saw in another thread but I can't remember.

Since this pic was taken, I've added an Axiom Streamliner DLX rack. A shorter stem, and dropped my gearing down a full gear 48/22 SA S-RF5(W).

If you want to avoid heel clip you need with a good heel cutout profile. Square cut panniers are no good.
Then you need to mount them higher and further back than normal.
If you are using smaller panniers you dont need a special rack to mount them further back, just slide them back on the rack. Rixen and Kaul mounts come on a sliding rail.
Note some racks have doubled-up section of rod where you cant fit Rixen and Kaul style locking hooks. Avoid this style.

I'm almost certain, I'll be using front panniers as rear panniers on this bike. That shouldn't be a problem as this bike is only going to see a 3 day tour at best. I'll save the long touring for when I get the next bike.

With the ability to slide the hooks on the rails, I'd be very surprised if the Arkel T-28's did not work for you. Not only are they front panniers, they are tapered as well.

Lone Peak P-099's (or P-100, or P-150) are pretty narrow and tapered at the bottom. I used them as my rear bags on a credit card tour on my road bike. I have regular-sized women's feet, though.

Another option then would be to use a long rear rack such as the Jandd or IRD rack which allows you to use a normal pannier and just set them farther to the rear to gain heel clearance

why don't you try a FRONT rack and panniers instead?
