Bike Sizing

I am looking at getting a used touring bike since I don't have enough money to buy a new bike. I have found a pretty good deal on a Fuji Touring Series IV 18 speed bike, should be able to get for under $200. The only issue is that I think the bike is too big. My inseam is about 30" and the bike has a measurement of 32" from the ground to the top of the top bar. Would I be able to get a good ride out of this bike or is it not worth it? Thanks for the help.

No. You might could 'get a good ride,' but getting on/off and stops would be an ongoing nightmare.

Standover is not much of a big deal as long you clear the bar at all. Even lightly touching it is manageable. But this bike is clearly way too big for you.

As you search for a bike, pay a lot of attention to top tube length, ie, saddle to bar. As long as you clear the tube at all, tt length is most important for comfort when riding long distances. This can be adjusted to fit with saddle position and stem length.

You probably need a bike in the 50-54 cm range.

yeah, no reason to buy a bike that is too big for you just because it is cheap. If you can't comfortably put your feet on the ground, especially with a touring bike, it is too big. Wait for something your size, and don't rule out rigid Mountain bikes that have fender and rack mounts. They are cheap if you come by one, and can work well for touring

Your inseam is 30"? How are you measuring this? Try measuring your pubic bone height without shoes instead. There's a chance that the bike might work.
