Credit Card Tourer? Nashbar AL-1 ?

Just curious. For those that know what a sizing chart is telling them; is this a light tourer/road bike? I am looking for a light bike for credit card tours and club rides in a 46 to 48 cm frame. Can't afford a Madone 1.0. Looks to be a possible economy bike. I have an ideal tourer in the Trek 520. It does tours, club rides, and commutes for now. TIA
