Rear Rack Question (mounting)

1 Attachment(s)
Hello all,
So I've had this Marin Four Corners Bike for about a year now and aside from a few things I am very happy with it. The few things being; I wish they put the rear disc tabs inside the rear triangle as to not interfere with rack mounting, and I wish the chainstays were just slightly longer to allow for better fender clearance from my Front Der. and a kickstand. But I've always been curious about a mounting point on the seat stays about 4" up from the dropouts. I've only ever seen one bike rack (in a random photo, not for sale) that mounts at this location and I would like to know if anyone has any ideas on what the intended purpose is for this mounting point? If I could get a rear rack to mount here comfortably, then I could still run discs. And please try to stick the the question being asked and not run off on a tangent about why I even want discs...

For disc brakes, one rack mount solution is a inch long spacer ,
to spread the rack out far enough to clear the brake..

A friend of mine has a Topeak rack that appears to have built in spacers. It might be this one.

A rack with the spacers built in is designed for that amount of strength in a cantilever design. Simply putting an inch long spacer on a long bolt would mean that you are depending on the strength of the M5 bolt which could bend.

But I so much wanted to run off on a tangent ... ...

It's for the top fender stay to clear the disc brakes.
